Annex 6, para 3 of the IHR states: “Certificates under this Annex are valid only if the vaccine or prophylaxis used has been approved by WHO.” Vaccines: “approved” means “WHO Prequalified vaccines” as per https://extranet.who.int/pqvdata/; or included in the Emergency Use List, as per https://www.who.int/teams/regulation-prequalification/eul; https://www.who.int/teams/regulation-prequalification/eul/covid-19 Prophylaxis: “approved” means included in the “WHO Model Lists of Essential Medicines”, as per https://www.who.int/groups/expert-committee-on-selection-and-use-of-essential-medicines/essential-medicines-lists; or included in the Emergency Use List, as per https://www.who.int/teams/regulation-prequalification/eul
